U.S. Space Command Headquarters Adopts Owner’s Advisor Model for Progressive Design-Build
An $85 million advisory agreement will support planning, design, construction and operationalization of a 950,000-square-foot Redstone Arsenal campus.

The planned U.S. Space Command headquarters at Redstone Arsenal is moving forward with an owner’s advisor structure designed to support one of the federal government’s largest progressive design-build efforts. Parsons announced September 29 that Army Contracting Command-Rock Island, working with the Air Force Civil Engineer Center, selected the company for an initial $85 million agreement with a 75-month performance period.
The advisory scope covers planning, design, construction and operationalization of a roughly 950,000-square-foot campus in Huntsville, Alabama. The program includes a command-and-control facility, fusion center, visitor control center and supporting infrastructure intended for continuous operations. Parsons says it will support the owner in managing scope, schedule, cost, quality and risk.
Delivery structure is part of the project
Progressive design-build brings the designer-builder into the program before the full design and final commercial terms are fixed. The approach can improve constructability and align requirements with cost earlier, but it also demands a strong owner organization. The owner’s advisor becomes a bridge between mission users, contracting officials and the design-build team, translating operational needs into measurable decisions.
That role is particularly important for a secure, 24-hour command campus. Utility resilience, communications, physical security, commissioning and transition to operations cannot be treated as late additions. They must be integrated into design packages and tested through the delivery plan. A long performance period also suggests that governance and configuration control will matter as much as individual construction packages.
The details currently available come from Parsons’ award announcement; a separate public federal notice should be used when additional contracting records are released. For the wider construction market, the program is a significant federal test of an owner’s advisor model paired with progressive design-build at campus scale.
