Aligned Data Centers has broken ground on Project Phoenix, a planned 2-gigawatt data-center campus in Shippingport, Pennsylvania. The project is located in Beaver County’s Shippingport Industrial Park and is expected to comprise three facilities. The groundbreaking, reported September 17, moves the development from a power-and-land proposition into physical delivery.
The site is adjacent to the former Shippingport power station property, which is being redeveloped as a natural-gas energy campus. Aligned has said Project Phoenix will use dedicated on-site generation rather than relying on the local electric grid for its primary supply. That configuration addresses one of the central constraints facing large data-center projects: securing enough firm power on a schedule that matches building delivery.
Power strategy becomes part of site design
A 2-gigawatt campus is not simply a group of server buildings. It requires coordinated generation, substations, cooling and water strategy, fiber routes, road access and construction logistics. The three-building plan may allow capacity to be phased, but shared utilities and energy assets create dependencies between phases. Commissioning sequences will need to align the arrival of electrical capacity with the readiness of white space and customer equipment.
The dedicated-power model can reduce pressure on the local interconnection queue, but it does not eliminate infrastructure questions. Fuel delivery, emissions permits, backup systems and the relationship between on-site assets and the regional network remain material. The project also sits within a wider redevelopment story: former industrial and generation sites can offer land, transmission corridors and an experienced construction workforce, while still requiring remediation and careful reuse planning.
The September 17 project report identifies the location, planned three-facility layout and 2-gigawatt scale. The next meaningful disclosures will be building-by-building capacity, the generation delivery schedule, principal construction awards and any state or local permit milestones that clarify the sequence to operation.
