Hartford courthouse moves through design-build competition

GSA's Hartford courthouse program has reached Phase II design-build proposals for a federal facility capped at 281,000 gross square feet.

The General Services Administration’s new Hartford courthouse has moved through the second phase of its design-build competition. GSA’s project page states that Phase II proposals were due September 24 for comprehensive site development, design and construction services.

The proposed courthouse is planned at no more than 281,000 gross square feet, including office, storage and special-use space. A federal courthouse also carries requirements that can extend beyond a conventional office building, including secure circulation, holding areas, courtroom technology, acoustic performance, resilient systems and coordination among the judiciary, U.S. Marshals Service and GSA.

Design-build can combine design responsibility and construction execution under one team, but it places significant emphasis on the quality of the proposal and early coordination. Site logistics, structural systems, security criteria, building performance and long-lead equipment decisions have to be reconciled before the project reaches full production. Trade partners may be engaged earlier than under a traditional design-bid-build sequence.

The September 24 proposal milestone does not mean an award has been announced. GSA will evaluate submissions under the procurement’s stated criteria before selecting a team. Until the agency posts an award, schedule and cost assumptions should be treated as procurement information rather than as a finalized construction commitment.

For the Northeast construction market, the courthouse is a notable public-building program because it combines a large federal facility with specialized security and systems work. The next public milestones will be contractor selection, notice to proceed, design development, site activity and any updated completion schedule issued by GSA.
