The Southwest Infrastructure Boom: Growth, Scarcity & the Race to Build

The Southwest is becoming one of America's largest infrastructure and industrial investment markets. Semiconductor fabs, AI data centers, advanced manufacturing, population growth and new energy development are simultaneously creating enormous demand for power, water, transportation, land and construction capacity.

This opening conversation brings together government, economic development and infrastructure leaders to identify where the next wave of investment is heading, which constraints could slow it down, and the infrastructure decisions that will determine which Southwest communities capture the next decade of growth.

Data Integrity Before Intelligence: Can Construction Trust What It’s Feeding AI?

Artificial intelligence is rapidly changing how infrastructure is planned, delivered and operated, but its value depends entirely on the information behind it. Construction data is often fragmented across systems, structured differently by project or stakeholder, and shaped by inconsistent processes. Before the industry races toward predictive analytics, automation and AI, it must first confront a more basic question: Can we trust our data?

This panel brings together perspectives from tech academia and project delivery to explore what data integrity really means in construction. The discussion will center around what it takes to build quality data, and the risks created when incomplete or poorly understood data is fed into increasingly powerful AI systems.

Bad data used to simply produce bad reports caught by the naked eye. But today, it can produce confident, polished answers that look far more trustworthy than the information behind them.

The Projects That Won’t Get Built: What’s Holding Back Southwest Investment?

The Southwest has no shortage of ambitious infrastructure and industrial development plans. But not every announced data center, manufacturing facility, energy project, housing development, or public infrastructure program will move forward. Power availability, water constraints, permitting delays, construction costs, financing conditions, and workforce shortages are increasingly determining which projects advance and which remain on the drawing board.

This closing discussion brings together project owners, developers, utilities, investors, and construction executives for a candid examination of the obstacles threatening the region’s investment pipeline. Rather than focusing on announcements and projections, the conversation will explore what is actually delaying projects, how organizations are responding, and what must change to turn planned investment into completed infrastructure.

AI, Robotics & Autonomous Infrastructure Operations

AI is moving from experimentation into the physical infrastructure environment. Owners and contractors are beginning to deploy computer vision, autonomous equipment, drones, predictive maintenance, digital twins and AI-enabled project controls across construction sites and operating assets.

This closing discussion separates practical deployment from hype: where AI and automation are producing measurable results today, what infrastructure organizations are willing to automate next, and how the combination of AI, robotics and autonomous systems could change the economics of building and operating infrastructure.

About Tim Roemer

In 2025, Tim Roemer was announced as the CEO of GMI. Prior to becoming the CEO, he was the Chief Security Officer at GMI for two years, where he helped protect GMI and our clients from evolving global security threats. He started his career by serving for 10 years at the CIA, including 2 years assigned to the White House Situation Room, where he provided national security updates to the President, Vice President, and the National Security Council.

After ten years at the CIA, he returned to his home state of Arizona to work for Governor Ducey. He was appointed by Governor Ducey and unanimously approved by the Arizona Senate to be the Director of Homeland Security and was the only person in the country to lead the Department of Homeland Security and, at the same time, serve as the Chief Information Security Officer, responsible for overseeing the State’s cybersecurity team. His responsibilities included cybersecurity, border security, and counterterrorism. He also co-chaired the Arizona-Mexico Commission’s Security Committee and served on the Arizona Human Trafficking Council.
