The Environmental Protection Agency has announced a $251 million Water Infrastructure Finance and Innovation Act loan for the Las Virgenes–Triunfo Joint Powers Authority in Southern California. The September 18 announcement supports drinking-water infrastructure improvements and advanced water purification.
The program serves communities in western Los Angeles County and eastern Ventura County, with approximately 105,000 customers. Advanced treatment of recycled water is intended to strengthen local supplies and reduce reliance on water imported from Northern California.
EPA says payment deferral under the financing arrangement is expected to save the authority $13.6 million over the loan’s lifetime. The loan announcement establishes a financing milestone rather than confirming completion of the treatment facilities.
Infraday analysis
Water reuse programs combine treatment performance with the practical work of connecting facilities, reservoirs and distribution systems. Owners must align those interfaces with water-quality requirements and commissioning plans. This financing commitment strengthens the project’s foundation, while the delivery schedule and individual construction packages remain the details suppliers should monitor.
