MTA substation replacement procurement advances to four shortlisted teams
The West Hempstead and Winfield design-build notice sets a November 17 proposal deadline for prequalified firms.

MTA Construction & Development has issued a design-build procurement notice for replacement of the West Hempstead and Winfield substations. Documents became available September 18, 2026, with proposals due November 17 at 2 p.m., according to the official notice for project 6541, solicitation SSE0000548283.
The competition is restricted to four teams qualified in the first stage: E-J CAC JV with Jacobs Civil Consultants; Mass. Electric Construction with Kiewit Engineering (NY); T. Moriarty & Son with SYSTRA; and Verde Electric with AI Engineers.
The notice directs interested subcontractors toward the shortlisted firms. It is not an invitation for an unqualified company to submit a prime proposal.
A September 29 site tour and September 30 online information session are listed, with advance registration required three business days beforehand. Those registration windows have passed as of this report.
The published notice does not establish a contract value or construction completion date. It records a procurement milestone for railway electrical infrastructure. Prospective participants should use MTA’s current documents and addenda to confirm requirements and any subsequent deadline changes.
