Horizon West Transmission sponsors the proposed Ironwood 500 kV Transmission Line, an approximately 86-mile connection between Arizona Public Service’s North Gila Substation near Yuma, Arizona, and San Diego Gas & Electric’s Imperial Valley Substation near El Centro, California.
The Permitting Council announced FAST-41 coverage on October 13, 2026. The federal dashboard lists the environmental review and permitting status as Planned, with an estimated permitting completion date Pending. The Bureau of Land Management is the lead federal agency.
The proposal would add transmission capacity and support reliability requirements identified in CAISO’s 2022–2023 transmission planning. The planned route primarily follows existing utility corridors and generally parallels the Southwest Powerlink line.
No investment value, construction start or in-service date was disclosed in the reviewed sources. FAST-41 coverage coordinates federal review; it is not a construction permit or evidence that construction has begun.
