The U.S. Department of Energy renewed two Federal Power Act emergency orders covering Puerto Rico’s electric system, authorizing continued generation dispatch and maintenance activity from November 8, 2026 through February 5, 2027.

DOE Orders 202-25-1F and 202-25-2F direct the Puerto Rico Electric Power Authority to operate specified generating units when needed and continue vegetation management and asset-management work supporting transmission availability. DOE described the measures as near-term reliability actions rather than a new construction award or financing package.

Energy Secretary Chris Wright said the orders are intended to keep critical work moving as the island faces rising demand and reliability challenges. Governor Jenniffer González-Colón said the emergency authorities provide flexibility for generation capacity, grid stability and maintenance. DOE did not announce a new dollar amount, contractor selection or open solicitation with the renewals.

For utilities, grid-service contractors and vegetation-management providers, the orders confirm continued operational emphasis on generation availability and transmission maintenance. They do not by themselves create a procurement opportunity; any contracting must be verified through PREPA or another authorized issuer.

The next stated milestone is February 5, 2027, when the renewed orders expire unless DOE changes or extends them. Market participants should track the official order docket for implementation details and later extensions.

What happens next
