DOE Plans Up to US$42 Million for Constitution Pipeline Preconstruction

Proposed Pennsylvania–New York pipeline support covers permitting and preparatory work, not a completed construction award.

The U.S. Department of Energy announced October 19 that it intends to use up to US$42 million in Defense Production Act Title III funding to advance the proposed Constitution Pipeline. Constitution Pipeline Company, LLC’s approximately 125-mile natural-gas route would run from Pennsylvania to New York and serve northeastern markets.

The support is directed at eligible preconstruction and permitting activities. DOE identifies environmental reviews, engineering, site preparation and other work needed to secure regulatory approvals. Complementary gas infrastructure could receive support after permits are completed. The announcement therefore does not establish that construction has started or that all permits have been obtained.

DOE frames the proposed investment as an energy-security measure. Its release does not disclose the pipeline’s total capital cost, a construction contractor or a completion date. The federal funding ceiling should not be treated as the project’s full value, and the announced support is distinct from a closed financing transaction.
