EPA Announces $109 Million Loan for Honolulu’s Kalaeloa Desalination Project

The Environmental Protection Agency announced a $109 million WIFIA loan to the Honolulu Board of Water Supply on October 16 for the Kalaeloa Seawater Desalination Facility Project.

The Environmental Protection Agency announced a $109 million WIFIA loan to the Honolulu Board of Water Supply on October 16 for the Kalaeloa Seawater Desalination Facility Project.

The proposed reverse-osmosis facility would supply 1.7 million gallons of drinking water per day and reduce reliance on groundwater aquifers. EPA says the project includes byproduct-disposal facilities, a recycled-water pipeline and transmission lines serving the more arid area west of Honolulu and Pearl Harbor.

The borrower elected subordinate-lien financing and can defer principal payments during construction, according to EPA. Those provisions concern repayment flexibility; the announced loan amount should not be read as the project’s total construction cost.

The release does not identify a construction contractor or a definitive completion date. Procurement and delivery details should be checked with the Board of Water Supply before treating the financing announcement as an open contracting opportunity.
