DOE Authorizes PJM Backup Power for October 13–16 Reliability Window
The temporary order permits specified generation and conditional backup resources during a period of tight Mid-Atlantic supply.
DOE issued an emergency order on October 12 allowing PJM Interconnection to dispatch specified generating units and call on backup resources during stressed grid conditions. The order is effective October 13–16, 2026.
PJM requested the measure on October 11 amid elevated demand, planned generator maintenance and transmission outages. Backup generation may be used as a last resort before, or during, an Energy Emergency Alert Level 3; the authorization is not unrestricted routine dispatch.
Grid operators and facilities teams should review the order for operational conditions. DOE’s estimate of more than 35 GW of unused backup generation is nationwide, not the amount available to PJM.
