The Federal Transit Administration is seeking comments on proposed revisions to its Capital Investment Grants policy guidance by November 16, 2026. The October 1 notice covers the process from project initiation to construction grant award.
FTA proposes changes intended to streamline the process and improve sponsor accountability. The notice says final guidance would take effect immediately when published, without grandfathering projects already in the program pipeline. The proposal is not yet effective.
