DOE Offers Conditional $4.2 Billion Loan for Vistra Nuclear Upgrades
The proposed financing would preserve roughly 4 GW and support 433 MW of uprates at three Pennsylvania and Ohio nuclear sites.

The Department of Energy announced a conditional loan commitment of up to $4.2 billion for Vistra on October 5, 2026. The proposed financing supports nuclear fleet upgrades at Beaver Valley in Pennsylvania and Davis-Besse and Perry in Ohio.
DOE says the work would preserve roughly 4 gigawatts of existing capacity and add 433 megawatts through uprates. The plan also targets operation for an additional 20 years beyond current licenses; the financing announcement does not itself grant license extensions.
Key details
- Status: A conditional commitment, not a closed or fully disbursed loan.
- Conditions: Technical, legal, environmental and financial requirements must be satisfied before final documentation and funding.
- Capacity: The 433 MW figure is planned additional output, separate from the existing capacity.
Next steps
Engineering firms and equipment suppliers should track financing closure, licensing decisions and project-specific procurement notices. Match qualification requirements to the relevant plant and scope before treating the financing announcement as an available work package.
