Genentech Starts $750 Million Hillsboro Manufacturing Expansion

The Oregon project will add device fill-finish capacity and is expected to begin commercial operations in 2031.

Genentech has started construction on a $750 million expansion of its manufacturing operation in Hillsboro, Oregon. State officials marked the groundbreaking on September 28, moving a major life-sciences investment into delivery. The project is expected to support about 200 construction jobs during the build and add approximately 250 manufacturing positions when operating.

The new facility will add device fill-finish capabilities to Genentech’s U.S. network. According to Oregon’s announcement, the plant is being designed for flexible high- and low-volume filling across medicines used in oncology, neurology and immunology. Commercial operations are expected to begin in 2031, leaving a long development window for construction, equipment installation, validation and regulatory readiness.

The schedule extends beyond physical completion

Advanced pharmaceutical manufacturing is an infrastructure program as much as a building project. Clean utilities, controlled environments, process systems, automation and quality documentation must work as one validated system. Mechanical completion therefore does not equal commercial readiness. Commissioning and qualification can occupy a substantial portion of the schedule after major construction ends.

The Hillsboro site also benefits from an established operating base and regional life-sciences workforce. Brownfield expansion can reduce some site-development risk, but tying new process areas into active operations creates its own constraints. Shutdown planning, segregation, material flows and existing utility capacity will shape package sequencing and contractor access.

The State of Oregon announcement provides the investment, employment and 2031 operating target. The next important disclosures will be major engineering and construction awards, equipment-package procurement and the point at which the project moves from core-and-shell work into process installation and validation.
