House WRDA vote advances 133 studies and 14 construction authorizations

The September 16 vote moved water-resource priorities forward while leaving project funding as a separate question.

The House of Representatives approved its 2026 Water Resources Development Act bill on September 16 by a vote of 415 to 9, according to the Transportation and Infrastructure Committee.

The House-passed version addresses ports, harbors, inland navigation, flood and storm risk management, and other U.S. Army Corps of Engineers responsibilities.

The committee says the measure includes authorization for 133 new feasibility studies and 14 projects that have completed Corps review and are ready for congressional construction authorization.

It also describes provisions supporting alternative delivery, technical assistance and cooperation with nonfederal project partners. The reported House action is a legislative milestone, not a notice that all listed projects have secured construction money.

For local sponsors, the useful next task is to connect any relevant authorization to a delivery plan. Study resources, cost sharing, appropriations and procurement each need their own place in that plan.

An authorization can make a project eligible to advance without settling when it will be built. Treating it as a complete funding decision would obscure the work still needed to turn federal authority into a usable asset.
