FTA puts $166 million into replacing aging railcars in Philadelphia, Pittsburgh and Dallas
Federal transit funding will replace some of the oldest rail vehicles still operating in Philadelphia, Pittsburgh and Dallas.

Three transit agencies are getting a combined $166.1 million to replace rail vehicles that have been in service for decades, putting fleet renewal back on the capital agenda in Philadelphia, Pittsburgh and Dallas.
The Federal Transit Administration’s fiscal 2026 Rail Vehicle Replacement selections provide $82.8 million to Pittsburgh Regional Transit, $70 million to Dallas Area Rapid Transit and $13.3 million to SEPTA.
For SEPTA, the money will support replacement of Silverliner IV commuter railcars that are roughly 50 years old. DART plans to replace 53 of its oldest light rail vehicles, originally purchased in 1995 and 1997. Pittsburgh Regional Transit will use its award to purchase 45 new vehicles to replace 76 shorter cars in its existing fleet.
Why it matters
Fleet replacement is not just a rolling-stock purchase. New vehicles can change maintenance requirements, platform interfaces, power needs, storage plans and the way agencies sequence capital work around active service.
For suppliers and contractors, that means the opportunity extends beyond the vehicles themselves. Shops, yards, systems, training, testing and commissioning can all become part of the broader delivery picture as older fleets are retired.
The age of the equipment also matters. When agencies keep vehicles in service for several decades, maintenance costs and parts availability can become as important to the capital decision as the purchase price of replacement equipment.
What comes next
The grant selections identify the funding commitment, not the full procurement schedule for each agency. Vendors and project teams will still need to follow the individual agencies for bid packages, vehicle specifications, contract awards and associated facility work.
