Think beyond the project boundary when planning transportation
Roads, rail, ports and transit work as a connected system.
Transportation assets serve networks. Evaluating a project only within its physical limits can miss the connections that determine its value.
Consider how people and goods reach the asset, transfer between modes and continue to their destination. Interfaces can matter as much as individual capacity.
Ask which agencies control those interfaces and how their capital plans align. That is where coordination becomes a delivery requirement.
