Ethiopia Ratifies US$145.8 Million IDA Loan for Addis Ababa Power Infrastructure
Parliament approved supplementary financing for transmission and substation modernization on October 13, according to the Ethiopian News Agency.
Ethiopia’s House of Peoples’ Representatives approved a US$145.8 million concessional loan agreement with the International Development Association on October 13, according to the Ethiopian News Agency. The state news agency reports that lawmakers ratified the agreement unanimously under Proclamation 1441/2026.
The financing supplements the first phase of the Power Sector Reform, Investment and Modernization program. The reported work focuses on expanding transmission infrastructure in Addis Ababa, building new substations, upgrading existing substations and developing underground transmission lines.
Parliamentary ratification is the development reported here. It should not be read as confirmation that the full loan has been disbursed, that construction contracts have been awarded or that the infrastructure is already operating. The report describes financing for the program rather than a separately priced construction package.
For infrastructure firms following the work, the distinction matters: program-level financing and approval do not establish an open procurement opportunity. This brief does not identify a tender, contractor or construction completion date.
