Norfolk Naval Shipyard Awards $96.3 Million for Electrical Distribution Upgrades

MEB General Contractors will deliver the Gosport substation portion of an electrical modernization project at the Portsmouth, Virginia shipyard.

NAVFAC Atlantic announced a $96.3 million contract for electrical distribution upgrades at Norfolk Naval Shipyard in Portsmouth, Virginia. The contract was awarded on September 18, 2026, to MEB General Contractors of Chesapeake, Virginia.

The award supports military construction Project P732, identified by NAVFAC as Electrical Distribution System Upgrades, with the Gosport substation portion specified in the project description.

The award establishes a contractor and a defined electrical infrastructure package. The published summary should not be read as completion of the work or as the total cost of every electrical upgrade at the shipyard.

The utility system supports the mission

Analysis: Electrical infrastructure is central to the ability of an industrial defense site to use its production and maintenance facilities. A substation project may be less visible than a new building, but the two need to be planned together.

Delivery at an operating shipyard requires clear coordination between construction, existing services and eventual energization. The important project-specific details will be outage planning, interfaces and the tests required before the upgraded system enters service.

For suppliers and contractors, the named prime contractor provides a concrete starting point for understanding the delivery team. Opportunities and technical requirements still need to be verified through the relevant procurement channels.

What to watch
