NAVFAC Northwest’s $9 Billion Construction Vehicle Creates an Eight-Year Delivery Framework

Fifteen contractors were selected for a multiple-award vehicle spanning shore facilities, utilities and civil infrastructure, with task orders determining actual work.

NAVFAC Northwest awarded a $9 billion indefinite-delivery, indefinite-quantity multiple-award construction contract on September 30, 2026. The command selected 15 construction partners.

The contract can run for up to 96 months through September 2034, including its base period and options. NAVFAC said the majority of the work is expected to modernize installations in Washington State.

The stated scope includes specialized facilities, substations and electrical distribution, road and bridge work, airfields, waterfront infrastructure and personnel facilities. The $9 billion figure describes the contract vehicle’s capacity; it is not evidence that $9 billion of construction has already been ordered or completed.

The delivery pipeline will emerge through task orders

Analysis: A multiple-award framework gives an owner an established contractor pool for subsequent work. Its practical value depends on how individual scopes move into task-order competition, funding and execution.

For construction partners, the useful market signal is the range and duration of the potential work. A vehicle ceiling alone cannot establish backlog, project timing or the share any one firm will receive.

Owners using this approach still need project definition, realistic schedules and resources to administer multiple packages. The procurement framework can support delivery, but it does not resolve every design, site or coordination issue.

What to watch

Task-order awards will provide the clearest evidence of the program’s progress. Their scopes, values and schedules will show which parts of the broad framework are becoming active projects and how the contractor pool is being used.
