Skanska Wins $271.2 Million Newport Pier Contract for Coast Guard Cutters

Naval Facilities Engineering Systems Command Mid-Atlantic has awarded Skanska USA Civil Northeast a $271.2 million firm-fixed-price contract to build a U.S. Coast Guard Offshore Patrol Cutter homeport pier at Naval Station Newport in Rhode Island.
The September 29, 2026 award has a maximum value of $271,226,000, including the base price and four options. NAVFAC said construction is expected to finish in March 2030. The work was competitively procured through SAM.gov, and the agency received three offers.
A new waterfront base for the cutter fleet
The contract turns a long-planned Coast Guard basing need into a defined delivery package. A homeport pier must support vessel berthing as well as the utilities, access, security and shore-side functions needed for regular operations and maintenance. Because the work is on an active federal installation, construction planning will also have to account for waterfront operations and site-security constraints.
NAVFAC identified fiscal 2022 Major Acquisition Systems Infrastructure funding and fiscal 2025 Coast Guard funding as the sources obligated at award. The contracting office listed the award as N40085-26-C-0032.
What it means
Analysis: The award adds a sizable marine-construction project to New England’s federal waterfront pipeline. The March 2030 target leaves a multiyear window for design completion, permitting coordination, marine works and commissioning. Schedule performance will depend on managing in-water construction windows, long-lead materials and the interface between pier infrastructure and arriving cutters.
The procurement also provides a useful market signal. Three offers suggest competition for a complex federal waterfront package, while the inclusion of four options gives the owner flexibility to sequence scope within the authorized contract structure.
