Amtrak Awards First $4.1 Million in B&P Tunnel Community Grants
Amtrak awarded more than $4.1 million to 11 Baltimore organizations through the first round of a $50 million community program tied to B&P Tunnel construction.

Amtrak has awarded more than $4.1 million to 11 organizations in West and Central Baltimore through the first round of community grants connected to the B&P Tunnel Replacement Program. The September 30, 2026 awards support workforce training, neighborhood improvements, youth programs, recreation and historic preservation.
The grants are part of a $50 million community investment commitment intended to mitigate construction impacts over the program’s planned 10-year buildout. Amtrak said the selected award amounts remain preliminary until funding agreements are negotiated and executed.
Rail construction with a broader local package
The B&P Tunnel program will replace the 153-year-old tunnel that Amtrak describes as a single point of failure for roughly 15 million Amtrak and MARC customers. The broader program includes two new electrified passenger-rail tunnels, a fully accessible West Baltimore MARC station, 10 miles of rail infrastructure upgrades and local street and bridge work.
Amtrak said the program will also deliver $750 million in direct infrastructure benefits to Baltimore, including road bridges, utility work and the new station. Separate mitigation measures include sound barriers, noise and vibration monitoring and community outreach.
The first grant round includes a workforce program linking residents to transportation construction and skilled trades, digital-skills and youth programs, streetscape improvements, park and school-facility work, and restoration of the Emerson Mansion. The next application round is expected in spring 2027.
What it means
Analysis: These grants are not tunnel-construction contracts, but they are part of the project’s delivery strategy. Large urban infrastructure programs can lose schedule and public support when neighborhood impacts are treated as an afterthought. A funded, multiyear mitigation program gives Amtrak a mechanism to address impacts and demonstrate local value while major civil work proceeds.
The critical test will be continuity. Early awards create expectations that later rounds, construction mitigation and workforce pathways will remain aligned with the project’s changing schedule and the communities closest to the work.
