Bull Run’s filtration build combines treatment works with a growing pipeline program

Portland’s current construction update shows parallel facility, tunnel and intertie work ahead of 2029 service.

Portland Water Bureau’s current Bull Run construction update shows a filtration program advancing at several sites at once: the treatment facility, raw-water tunnels, finished-water pipelines and an intertie facility.

The new plant is designed to filter up to 135 million gallons per day. Listed activities include concrete placement, structural steel and masonry installation, pipeline work and excavation of a deep raw-water shaft.

The connecting infrastructure is also active. The bureau reports excavation of two 1,245-foot raw-water tunnels and continued installation of finished-water pipeline and related equipment.

Construction began in 2024. Portland plans to begin serving filtered Bull Run water in 2029 and identifies September 30, 2029, as the delivery requirement in its agreement with the Oregon Health Authority.

The delivery task extends beyond the plant fence. The treatment process will need reliable incoming flows and finished-water connections, while pipeline work requires coordination with local roads and access.

For project teams, those connections deserve the same attention as the main building. A finished process area cannot provide the promised service until the upstream and downstream assets are ready.

The bureau’s site-by-site update provides a useful view of that dependency. Over the next phases, progress on tunnels, pipe installation and intertie equipment will help establish whether the whole system is moving together toward the service date.
